Abstract
In the perspective of philosophy this articles aims to analyse the essence of culture and its social effects.It expounds that cultural development reveals a variety,that keeping cultural ecological balance is of great significance for cultural evolution,that culture includes trash culture and advanced culture as well as backward culture and advanced culture,that the standard to judge cultural advancement must abide by the laws of nature and society with orientations to truth,goodness and beauty as well as to cohesive force and vitality.
