On transforming governmental functions in the system of basic medical security and the harmonious society

The basic medical security in China combines the system of basic medical security of cities' workers and staff and the cooperating medical system in the countryside.It is not easy to evaluate scientifically the reform of the medical system.But all kinds of problems have emerged with the reform of the medical system,which cannot be ignored.This paper puts forward that it is necessary to relocate the governmental functions,adjust and merger reasonably the different governmental functions in the field of basic medical security,and then the current system of basic medical security can be innovated and improved.
