Water shortage has become one of the bottleneck factors of China's socio-economic sustainable development.China's water-rich and water-poor are coexist,the water crisis intensifies,and there are many legal predicament such as legislative concept is obsolete,the building of the legal system lags behind,management system is chaotic,water rights trading is unfair and so on.We should integrate the concept of integrated ecosystem management,and achieve scientific management of water resources,water clarity of property rights and water market standardization from the management of water resources,water resources,property rights,water markets and other aspects.
