Abstract

The problems emerged in the capital construction of colleges are intimately caused by lacking of financial management and supervision.To strengthen the financial management and supervision can make colleges more cost-efficient and facilitate the decision making on investments.The financial management and supervision of capital construction of colleges should be performed during the three procedures of the time before,during and after construction.
