Abstract
Chinese Communist Party,as a ruling Party,faces new era,new situation,new environment and has many theoretical and practical problems and especial new problems in economic and social development of China in order to construct society.As a result,construction of harmonious society is to examine the ruling ability of Chinese Communist Party,is to help the ruling ability of Communists and is to effectively innovate the ruling ability.
