Abstract
Based on the constraint of green growth innovation and R D direction,the energy consumption and environmental pollution will be a part of industrial enterprise RD achievements framework. The paper uses directional distance function and Malmquist-Luenberger productivity index to measure the change of 30 provincial industrial enterprises innovation relative efficiency and total factor productivity in 2005-2011. The results show that the development efficiency of industrial enterprises is in a low value in the due-diligence period,and the average is 0. 553; the growth rate of RD total factor productivity is 3. 6%,and this result is driven by the innovation technology progress and the improvement of technical efficiency; based on the combination of the RD efficiency and RD total factor productivity,30 provincial regions are divided into four categories according to the competitiveness and improvement rhythm.
