Abstract
The moratorium on commercial adopted by International Whaling Commission(IWC) in 1982 is a major step in the regulation of and it is also a milestone in the transformation of the regime.Japan continues its program in the name of scientific whaling after the moratorium took effect.In order to make its legitimate and to overthrow the moratorium,a serious of measures is taken by Japan,including the normalization of IWC,vote-buying,and the call to respect Japan's culture.Those anti-whaling nations must be cautious to defend the anti-whaling norm.
