Abstract
Administering a country by morality is to administer the affairs of the state, economy , culture and society by moral principles and standards of socialistic politics, socialistic ideology and socialistic morals.Administering a country by morality is closely integrated with Economic reform and Open-door Policy and developing socialistic market-oriented economy. Administering a country by morality and administering a country conforming to legal provisions are complement each other.Administering a country by morality insists on the unity of advanced and widespread by the requirements of morality
