Abstract
It has become the Xi'an economic development strategic policy of developing the hi-tech, carrying out the industrialization, and remolding the traditional industries. Investing and financing is one of the vital factors which decides the success or failure of the hi-tech industrialization, and being the problem that is ugly to study. The paper analyzes the characteristics and problems of investing and financing the hi-tech industrialization during the process of Xi'an hi-tech industrialization, and raises the countermeasures of consummating investing and financing of hi-tech industrialization suited to Xi'an economic and finance development.
