Abstract
Consumption externalities refer to consumption behavior of individual or family that affect the other people or society, whereas individual or family that doesnot give corresponding compensation or obtain corresponding reward.Regardless of positive consumption externalities or negative consumption externalities,it cannot realize Pareto optimum,and cause the decrease of nation- al income,thereby reducing the entire social welfare.
