On the mode of local government performance evaluation

Abstract
The entrepreneurial spirit were applied in the reinventing government during the process of the government reform since 1970.The efficiency and effectiveness of government administration were regarded as more and more important.Government performance assessment were taken as an effective management tool and drawed more attention.With the development of socialism market-oriented economic reform and the deepening of the administrative system,government performance evaluation is not only becoming a hot topic in academia but also becoming the important measures of government innovation in China.This paper analyzes the background of the local government performance evaluation and describes the contents, the characteristics and problems of the annual evaluation based on the targets responsibility of Shaanxi Province,and then,puts forward specific recommendations.
