Abstract
The ideas of by first with ruling by men subsidiary and giving equal consideration to rites and law put forward in Shenzi have had an important effect on the ancient management of our country. Giving equal consideration to ruling by men, ruling by and ruling by political trickery advocated in the ideas of state management of Shenzi, is the source leading to by first with ruling by men subsidiary as well as the key link from ruling by rites to ruling by law, which is a profound revelation to the present management of the country.
