Abstract
The rapid development of economy in last three decades,has attracted worldwide attention.Since late 1990 's,the international community has been discussing about rise.That China's rise is irresistiblehas become a widely accepted opinion of strategic experts in West.It is people in West who came up with concept of rise.However,the academic community in China would mostly rather use term China's peaceful rise.To avoid ambiguity and misunderstanding,the Chinese Government has generally not used concept of the rise of China,but that of China's peaceful development.This article introduces and analyses English,French and German elites' published views on rise of China.The research helps us understand not only European power elite's opinions on rise,but also problems existing in China,and it is of great significance for expanding public diplomacy in future and strengthening public diplomatic capacities.
