Abstract
From the reform and restructuring of state -owned enterprises (SOEs), to the strategic adjustment of the structure and layout of the state economy, state economy reform in China have made great accomplishments along with all kinds of arguments, and finally went into the reconstruction of the state - owned assets management system. To perfect the state-owned assets management system, this paper suggest that government must evaluate the function - orientation of SOEs, treat them distinctively according to the function distinction, and compromise the public goal with the efficient goal in state economy management system.
