On Double Connotation of Running a Country with Morality

Running a country with morality has two connotations: rule the country with moral administration and guide people with moral instructions. The former requires that Chinese Communist Party members should insist on the purpose of serving the people wholeheartedly while the latter means to educate every social member to be a new socialist person with new socialist morality, values and outlook. The emphasis of running a country with morality is the instruction: to educate both the party cadres and the people with moral education.
