Developing an Eco-Friendly Land Use Strategy in China

Building up resources-saving and environmentally-friendly society is a strategy put forward in the Fifth Plenary Session of the Sixteenth CPC Central Committee for China's long and medium-term economic and social development planning.This strategy embodies people's in-depth examination of the excessive resource exploitation,environmental degradation,ecological disturbance,and unsustainable economic development.It is also a reflection of modern people's yearning towards pollution-free environment and their pursuit of sustainable development.Degradation of eco-environment in China is very outstanding,which has been shown as following: 1) Soil erosion is showing a increased tendencies with a large land areas,heavy land loss and grievous harms;2) Land desertification becomes serious,and its rehabilitation is difficult;3) Biodiversity has been losing gradually;4) Farmland and wetland have reduced markedly;5) Land pollution becomes more and more serious;6) Natural disasters occur frequently and strongly,and it will endanger sustainable development.Strengthening eco-environmental protection and rehabilitation,and developing the strategy of eco-friendly land is a basic countermeasure for ensuring sustainable of land resources,as well as a key content of and one of the best starting points to realize the proposed environmentally-friendly society.Eco-friendly land use can be defined as land development and in an eco-friendly manner to maintain ecological,economic and social sustainability.In this paper,the authors has expounded the important significances,theoretical foundations and the basic grounds of developing China's eco-friendly sustainable land strategy,put foword the guiding ideology and basic principles of building up eco-friendly land strategy.Based on the efforts above,the paper has developed a basic framework of eco-friendly land strategy,which contains 3 basic principles(ecological friendliness,economic viability and social acceptability),9 contents and 15 concrete measures.This framework aims to regulate and improve existing land development and patterns based on the principle of ecological friendliness and in accordance with the requirements of modern ecological civilization,to realize the thorough change from eco-unfriendlydevelopment to eco-friendly developpment,and to achieve balanced relationship among economic development,human well-being,and eco-environmental soundness.To secure the realization of eco-friendly land strategy,it is needed to employ a combination of all available statutory,administrative,economic,social and technical approaches and resources to establish a practical and feasible security system for the strategy of eco-friendly land use.
