Countermeasures Study on Ecological Barrier Construction in the Around of Three Gorges Reservoir

Abstract

After impoundment of Three Gorges Reservoir area achieved 175 meters,the ecological environment of that area was extremely frail.In order to provide supports to macroscopic deployment of reservoir ecological barrier construction,such as shelterbelt protection,agricultural non-point source pollution prevention,comprehensive management of small watershed.In June 2010,the Chinese Academy of Engineering launched the follow-up work of Three Gorges Reservoir Area ecological environment protection and construction strategy consulting project,organized dozens of academicians and experts to perform in-depth field research at Three Gorges Reservoir of Chongqing,the Huairou Reservoir and Miyun Reservoir Huairou of Beijing,the Thousand Island Lake of Zhejiang,the Dianchi Lake and Erhai Lake of Yunnan such as our country's important reservoir and surrounding area,successively held aforum of Three Gorges Reservoir area ecological environment protection and construction researchin Chongqing, Beijing,Hangzhou,Kunming,invited relevant management experts and technical experts to introduce local successful experience in development of local economy and protection of reservoir ecological environment.The experts discussed present situation and achievements and countermeasures of reservoir ecological barrier,and then sent suggestions to State Council Three Gorges Project ConstructionCommittee Office,China Three Gorges Corporation,Environmental Protection Department and Chongqing City Hall related departments.The project team integrated feedback and suggestions of relevant units,and proposed six advices which consisted of consolidating and continuing to strengthen important special ecological construction of Three Gorges Reservoir area,reducing population pressure in reservoir area,achieving reasonable and orderly transfer of population,ecological environment construction must be combined with farmers' income,increasing investment to construct new socialist countryside,cleaning small watersheds should be included in planning,to carry out trial work of governance,establishing objective assessment of supervision and long-acting mechanism of ecological compensation of reservoir area.These advices could provide a reference for all levels of government to make decision on Three Gorges reservoir ecological barrier construction.
