Abstract

Social harmony is the ultimate goal of the scientific governance. The party in power makes the harmonious social developments not only by proper economic policies, but also by proper social policies. Proper social policies are the unity of the social expectations and the scientific administration and also the guarantee of coordinated development in politics, economy and culture.
