Administrative Legal Norms:Conflict & Controlling Mechanism

The conflict of administrative legal norms is an unavoidable and generally existing phenomenon.It has two forms:one is the conflict between lower norms and superior norms;the other is the conflict between norms of the same rank.It will hinder the harmonizing of our legal system,block the smoothly processing of enforcing the administraive law and infringe on the rights and interest of the citizens.To resolve this conflict,the pressing matter of the moment is to form efficient system controlling the conflict during the course of making and applying laws;and establish the principles of controlling conflicts as well as quicken the course of supersession of administrative legal norms.
