On Local Citizenization of Farmers in Integrating Urban and Rural Development-Difficulties and Solutions

Citizenizing farmers has become an important factor in changing the pattern of economic growth and achieving general modernization.Considering the realiy in China,local citizenization s going to be the major mode to citizinize farmers.The paper discussed difficulties to encounter in the process and hold that farmers are not going to be actively involved as their rights are not properly protected,the public service capabilities in small cities and towns remain weak,and their original social network will be damaged.Finally,some policy solutions were proposed to promote the cause.
