Abstract

Genetic resources are a group of important biological resources with actual and potential use or value for humanity.Access to genetic resources experiences the transformation from the free access to the restricted access.The adoption of the Convention on Biological Diversity indicates the establishment of the international legal standard on access to genetic resources and benefit-sharing,while the International Treaty on Plant Genetic Resources for Food and Agriculture sets up the multilateral system for access to food and agricultural plant genetic resources and benefit-sharing in accordance to the particularity of genetic resources for food and agriculture plants.
