The Investigation and Study of the Emergency Plans Management in Zhejiang

Based on questionnaires and field surveys, this paper investigates the emergency plans management in Zhejiang province in these aspects, such as the occurrence frequency of unexpected events,plan formulation of emergency management,education and training and emergency management implementation and analyzes the problems existed in emergency management in detail.The results show that the formulation of emergency plan for every department can be completed substantially,but the plan they formulated is weak in propaganda,training, drilling and lack of plan revision, etc.The government should not only strengthen the propaganda and education of emergency plan, the implementation of training and drills and construction of revision and assessmentmechanism, but also continuously improve the ability of emergency, so as to all-around advance the construction of the emergency response system steadily.
