Some discussions about reform schemes of Zaohe Irrigation District management system

With regard to the existing problems in operation and management of Zaohe Irrigation District, some reform thoughts about its management system are put forward. Missions and operation criteria of water supplying corporations and water users' association are discussed. Composition of water price in the irrigation district is analyzed. The collecting mode and utilization of water rate are defined. Finally, this paper presents that governmental support, guide and supervision must be strengthened for the improvement of management system reform of irrigation districts, and comprehensive management of irrigation districts must be further developed.
