Abstract
In the last three years of the Qing Dynasty,Zaifeng recollected the rights of the state and local government in order to centralize the state power,triggering the internal power struggle in the Dynasty.The conflict is not only of the nature between the two nationalities of Man and Han,but in reality,the struggle for the leadership in the preparation of constitutionism.
