Abstract
From the viewpoint of system theory,the innovation concept and the model of innovation system are presented in this paper,and the basic characteristics of innovation system is analyzed with use of optimal principle.This research shows that the innovation is to realize a new pattern,which is dependent on the degree limited target demand and result to target.And the key point of competence pattern of limited innovation is the function of self-organization,self-learning and self-realization of the innovation system.
