Abstract
Government by law is always integrated with democracy as government by the indi- vidual is with autocracy.The purpose of governing a country by law in China is to promote socialist democracy and guarantee people's democracy for an earlier realization of government by the people. Governing a country by law means a shift from government by the individual to government by law, where abuses of power and bureaucracy must be checked. The key to governing a country by law lies in the construction of the ruting party.Of course,the leadership of the Chinese Communist Party must be guaranteed, yet the Party must make good use of its leadership role and change its governing models as required.The process of shift in its governing models means a shift from government by the individual to government by law.
