On Deepening Reform of Rural Land System and Increasing Farmers' Property Income

the Third Session of the Eighteenth Central Committee of the Party puts forward that farmers should gain more property rights,which has important practical significance on increasing farmers' income and narrowing the gap between urban and rural areas. At present,the property income of Chinese rural residents presents relatively smaller proportion in net income,slower growth,relatively and increasingly larger gap between urban and rural areas,obvious structural difference among different areas and other characteristics. Land is the most significant property for farmers. However,under the constraints of current land system,land is not activated. In order to increase farmers' property income,strong measures should be taken in making sure farmers' land property right,normalizing transference of land management right,revitalizing the rural residential land and housing property,improving the rural collective construction land transfer and reforming land expropriation policy etc. Meanwhile,the government should strengthen rural infrastructure,improve rural social security system,intensify the support of industrial development,and reformulate related laws and rules. These measures mentioned above are significant guarantees to increase farmers' land property income.
