Abstract
In order to create “amenity” in modern urban environments, we must select work objects rationally, found a scientific appraisal norm, and build cities as “human settlements”. The urban function and physical pattern must be well planned. It is very important of providing suitable places and facilities for different peoples' different activities. They are also very important to establish a good ecological environment to meet peoples' physiological requirements by combining artificial buildings with natural plants, to establish a good cultural environment to meet peoples' emotional requirements by maintaining close ties between people and history, people and local culture, people and others. We also must take care of the special requirements of the elders, children, disabled people, and the foreigners.
