Abstract
The theory foundation of plaintiff qualification is the core issue of current administrative public interest litigation research.The traditional administration power theory of plaintiff qualification can't adapt to the development of litigation practice and meet the objective need of administrative public interest litigation,while it is widely accepted to choose the sue interest theory as the theory foundation of plaintiff qualification of administrative public interest litigation in developed countries and regions worldwide.Our country should adopt such experience to establish the system of administrative public interest litigation which fits the practice of our country.
