The Inspiration to China from Compact Clause in American Constitution

The success of compact in American constitution contributes to the amendment of our constitution.In fact,lack of administrative agreement clause in Chinese constitution leads to some problems,such as the doubt of the rights to conclude agreements.So issuing administrative agreement clause is necessary.The mode of legislation should be: issuing administrative agreement clause abstractly in the constitution,stipulating concrete content in the local organization law,and disclosing detailed rules in other laws.
