On Community Autonomy and Agency by Agreement in the Urban Community Construction

The key point in the urban community construction is to realize community autonomy.At present,the difficulty of community autonomy is not due to the poor autonomy basis,but lies in the fact that autonomy may make the grass-roots units unstable.If the concrete construction and operation is finished by urban communities themselves,and the government does not lose the control of the grass-roots units,there will appear the agency-by-agreement relationship between the government and urban communities in the meaning of function transformation.In several possible models of agency-by-agreement,the cooperation model between the government and urban communities is the best one.
