Rule of Good Constitution: the key of Rule by Law

This article thinks: Rule of Law, building up socialist Law state (rechtsstaat) is a gnat beginning of the history of Chinese Law construction. But the key of rule of law is rule of constitution, and good constitution is the foundation of ruled by constitution. It points out that the standards of good constitution includes neutrality of value, power checked by power, reasonable structure, proper process. At last it discusses the ways of making the Chinese constitution better and better.
