Abstract

The article analyses the present state of power structure of municipal government department in our country,discusses the problems existing in power structure of municipal government department.Government and enterprise share together in construction and management of the municipal administration.Relation between function and power is still out of balance.The municapal goverment depatment has some conflict with the other relational sections in exercising powers.The power structure of its urban is unreasonable and unjust.Laws and regulations and policy cann't fully ensure discharge of its functions and powers effectively.
