An Empirical Study on Tuition of Higher Education beyond Residents' Ability to Pay

Abstract

As one of the important reforms of higher education in China,the reform of tuition system is a definite result of the development from elite to mass education.With the further reform of higher education,the tuition has kept rising year by year and tends to have a stably increasing percentage in the whole educational funds.The linear regression equation with three index,i.e.GDP,government's allocation of educational funds,as well as tuition and incidental expenses paid by students,indicates that the tuition of higher education in China is beyond residents' ability to pay and leads to the educational unfairness.Therefore a reasonable cost-sharing system of higher education should be set up,various education aid systems should be improved and a reasonable tuition system of higher education should be established so that the fair opportunity of higher education can be realized and the policy of tuition can accord with the overall interest of society.
