On Perfection Tendency of Discretion of Non-prosecution in China's Procurator

At the present,there exists the low rate of non-prosecution.To reform and perfect the procurator's discretion of non-prosecution in China,we need to be fully aware of value of discretion and possible tendency of abusing remedial system,which will further enrich procurator's discretion of non-prosecution,simplify and regulate the operational processes so as to present its due value and legislative intention and bring it to full play in building the harmonious society.
