Abstract
This article intends to explain the objective process of working out transitional economic policies from the government petition angle.Government is a decision maker and driver for economic transition,a mainstay of economic policy institution;government motives and behavior aims are the key to explanation of transitional economic policies.Economic policy aims should be improving efficiency and increasing welfare,but economic policies restricted by politics usually becomes the means of achieving political goals.
