Re-exposition on the Monopolistic Characteristics and Law Regulation of Natural Monopoly Industries of China——Discussion with Mr.Zheng Pengcheng

Mr.Zheng Pengcheng argues that there are state monopoly,economic monopoly and administrative monopoly in the natural monopoly industries of China.Based on his idea that the anti-monopoly law doesn’t apply in natural monopoly industries,he makes some suggestions on policy-making.However,in his analysis there are some defects that mainly derive from his incomplete understanding of the characteristic of general natural monopoly industries and the characteristic of natural monopoly industries of China.Therefore his suggestion on policy-making is somewhat inadequate.Ingeneral,the regulations of natural monopoly industries should aim first to carry out the discerption of the government and enterprises,secondly to strip off the noncompetitive business,thirdly to introduce private-business and competition mechanism into the natural monopoly industries monopolized by the state.
