Abstract

Social development has brought us great benefits.At the same time,it brings more danger.For some specific risk,there are no special provisions of the law;we need adjustment with safeguards obligations.However,due to security obligations is established relatively late in China,the theory is not very comprehensive,there are still a number of key issues in dispute,therefore,it is necessary to observe several important issues so that we could sum up the theory that suits China safety security obligations.
