Abstract

To achieve maximum efficiency of legislation,we must follow objective laws of social development and carry forward the spirits of democracy and science in lawmaking.To enhance its legislative efficiency in Hainan Special Economic Zone,lawmaking should highlight its local characteristics,make use of legislative techniques reasonablly,optimize allocation of legislative resources,strengthen legislative supervision mechanism and legislature building,improve the quality of lawmakers and implement people-oriented thoughts.
