An Institutional Analysis of Effectiveness of Property Rights of Environmental Resources

The efficiency of private property rights is greater than that of public property rights from the perspective of institutional efficiency,but it doesn't equal to low-efficiency of institutional arrangement in public property rights. Public goods characteristic of environmental resources determines that most environmental resources should be set as public property. Improving the configuration efficiency of public property rights of environmental resources,so as to achieve effective environmental governance,is the pressing problem in face of building a resource-saving and environment-friendly society. Through institutional analysis of public property rights of environment resources in multiple principal-agent relationship between governments and its exercise,this article explores influence factors on the effectiveness of property rights of environmental resources,and proposes system construction to safeguard the effectiveness of property rights of public environmental resources.
