Effect Research on the Average Hospitalization Expense Control Mode in Guixi City

Objective: To analyze the effects of controlling medical expenses with the average hospitalization expense control mode,find out the existing problems and provide policy proposals for the development of New Rural Cooperative Medical System(NRCMS) in Guixi City.Methods: Comparing the socioeconomic status in Guixi City and operation related indicators of NRCMS between Jiangxi province and Guixi City,on implementing the average hospitalization expense control mode in Guixi City before and after two years.Analyzing indicators' changing situation of Participating-NRCMS farmers for 5 years in Guixi City,such as average hospitalization expenses and hospitalization direction,etc.Result: The average hospitalization expenses level in medical institutions at different levels has been effectively controlled but still needs further reinforcement,after implementing the average hospitalization expense control mode in Guixi City.Conclusion: Average hospitalization expense control mode has strengthened medical institutions' effect on expense control and risk assumption,enhanced expense control's initiative in medical institutions at different levels,taken certain effect on controlling hospitalization expenses.But it is still not mature and needs perfecting.
