STUDY ON THE EVOLUTION AND ADJUSTMENT OF THE NUCLEUS COMPETITIVENESS POWER IN THE RESOURCE-BASED CITY

The resource based city possesses abundant mineral resources. As a typical resource based city, Lengshuijiang has rich metal and nonmetal resources. As special economic zones, resource based cities have played a positive role to quicken the industrialization process and enhance economic international competition strength in China. So geographers are paying more and more attention to the hot question of the economic declining or vitalizing in the resource based city. In this paper, the author analyzed the conception of the nucleus competitiveness power of the resource based city and its basic components and structure, and analyzed the evolution characteristics of nucleus competitiveness power in the resource based city. The author tries to figure out why the core competition powers of the resourced based city have been gradually declining.We bilieve there are several following reasons: (1) the inferior capability of regional innovation conceals the resource superiority; (2) disequilibria economic structure cripples the urban synthetically competitive powers; (3) extensive machining in resource based industry brings about environment deterioration; (4) frail infrastructure leads to the resource based city lacking development stamina. The authors put forward the adjustment model of the nucleus competitiveness capability of resource based city. The author took Lengshuijiang city as a case, the reasonable channels and effective countermeasures to adjust the competitive power evolution process in resource based city have been raised. The author thinks: (1) strengthening environment governing and ecologic protection is the urgent task in the resource based city; (2) optimizing productive layout and readjust resource used structure are the bases to cultivate nucleus competitiveness power of resource based city; (3) regulating economic structure is the key to construct resource competition superiority;(4) restructuring administration planning of resource district and reinforcing regional innovation capability, such as technologic innovation, administration system innovation are the basic way to raise nucleus competition powers in full scale of the resource based city.
