Influence of Human Capital Flow of Rural China on New Countryside Construction

In the process of rural labor migration,able-bodied young adults with high quality are high on the priority list,while people with low quality and the poor are left behind in rural areas,living on farming.That means there are plenty of labor but not enough human capital in rural areas.And the one-way continuous loss and net loss of rural human capital is not good for China's construction of new socialism villages.Against the background of human capital outflow,we must aside from the problem of surplus labor transfer,study also the way to heighten the overall level of rural human capital.All levels of financial departments have changed their favoritism toward urban areas in their resource disposal to invest more on peasant education,training and rural public health construction,making vigorous attempt at developing county-based regional economy and stepping up the urbanization development etc.These are all effective measures to improve the quality of rural human capital and to prevent rural elites from outflowing excessively.
