Abstract

Confucian ruling ideology before Qin Dynasty originated in the Spring and Autumn period(770-476 B.C.)and the Warring State Period(475-221 B.C.),which was created by Confucius,developed by Mencius and finally epitomized by Xunkuang. Confucius maintained “Morality”and claimed “the co?existence of moderate and harsh policies”;Mencius advocated “Benevolence” and held “favour the people”;XunKuang recommended morality and valued law.The developing relationship among their ideologies essentially reflected the formative process of Confucian ruling ideology,which greatly influenced orthodox ruling ideologies of the period after Qin Dynasty and Han Dynasty.
