Abstract

The present review paper outlines Strategic Environmental Assessment(SEA) applied at the levels of tailoring policy,designing plan and program making,and a new field on environmental assessment.It is a junior phase in the field of research and development on Strategic Environmental Assessment Concept.In addition,the development of Strategic Environmental Assessment at home and aboard were introduced and characters,process,assessment factors,standards as well as technological methods of Strategic Environmental Assessment were put forward,which was important to understand Strategic Environmental Assessment,clearly in the present publication.
