Abstract

This paper applied DEA-Tobit two-stage method to estimate the energy efficiency of the Chinese provinces from 2000 to 2010,in which related strategic emerging industries indicators were also included.29 provinces were divided by regional characteristic differences in order to study the regional differences of the effects. It is found that;the full sample regression shows the growth of strategic emerging industries' key indicators improves energy efficiency.Grouping regression shows that differences in the level of economic development, resources and climate will cause different effects of the development of strategic emerging industries on energy efficiency. Therefore, when making policies on energy or emerging strategic industries, governments must suit their measures to local conditions.
