Abstract

Qing Dynasty is a united and multiracial nation in Chinese history and it was impossible for all the nationalities to enjoy the equal political rights.The rulers' views of nationality, through careful studying of the relevant Fanglue,can be learnt. It has not only some progressive speech but something of race discrimination.
