Local People's Congress at Early Stage of the People's Repablic

Before the first National People's Congress,local People's congres at all levels were held. Mao Zedong issued a series of importemt directions, stating its nature, significance and function, rassing correct principles and requirements ,therefore, unifying the thought of the whole Party. Successful practice ensured the development of the country's revolution, and construction at the time.
