Abstract
In the lowest price bidding method by judgment system, after making use of pos-qualification evaluation to wipe off collusion in bidding between bidders, the collusion in bidding between bidders and the syndics appears. Studied the new case, this paper first puts forward some countermeasures to control this kind of collusion, such as enlarging bid evaluation committee, using multivariate evaluation, flow evaluation, seal evaluation and so on.
