Abstract
System dependence of state-owned enterprises in the development limits the market efficiency,and occupies too many system resources.In order to uphold the main role of the state-owned enterprises in the market,the government undertakes policy investment.By regulating and controlling policy investment multiplier,the deficiency in productive efficiency of the state-owned enterprises is compensated through market system advantage brought by the policies and at the same time,whether or not or to what degree the state-owned enterprises are invested in policies is decided.With the conditions by which the state-owned enterprises and the non-state-owned enterprises coexist in the market,feasible and micro regulating ways can be found to improve the market efficiency of the state-owned enterprises.
